Delays are happening everyday as Building Departments cannot meet the demand.  Without the expert staff, reasonable discretion and the right motivation delays can cost thousands per day and the profitability of a project.  Until we have a digital breakthrough eight states have given developers the right to hire a “Private Provider” when government cannot meet the demand to supplement the “human capital.”  A solution that makes sense and is gaining momentum across the US.
